It doesn't need it. Reuniclus has base 30 speed. Quagsire has 35. As long as Quagsire out-speeds and has enough attack boosts, it can KO Reuniclus and avoid the KO from Energy Ball.
Like 99% of Reuniclus nowadays are CM, so no Energy Ball. You are better off by running Curse/Waterfall/Toxic/Recover on Quag; PuP is bad.

Yes, this (although personally I prefer Curse/Scald/EQ/Recover... but that's really just personal preference).

Energy Ball is incredibly rare, and Quagsire is actually a pretty great counter to any non-EBall Reuniclus regardless, as Unaware ignores CM boosts and even physically defensive Quagsire is only 3HKO'd by Focus Blast at best and can Recover off any damage. And your PuP set most certainly does NOT beat Reuniclus if it is packing Energy Ball: even if you're running max Attack and you somehow get up to +6 with PuP (unlikely at best), Waterfall only has a 25% chance of KOing:

First of all, sorry for my bad english, it's not my mother tongue so I will make mistakes.

I was testing this Florges set trying to innovate with something that I hadn't ever watched and trying to put more offensive pressure, OHKOing typical switch-ins. This is the set:


Florges (F) @ Leftovers
Ability: Flower Veil
EVs: 4 Def / 252 SpA / 252 Spe (or 112 HP / 252 SpA / 144 Spe to outspeed Nidoqueen with 220 Spe and gain more bulk)
Modest Nature
- Moonblast
- Hidden Power [Fire]
- Psychic
- Calm Mind

With her 112 SpA base and nature, Florges has 354 SpA (531 at +1). This, paired with her good Stab move in Moonblast turns Florges into an offensive threat that is also bulky. The potential of this set resides in her ability of luring the pokemon who are attracted by Florges such as Nidos, Crobat or Forretress (who thinks that can Spin / set up Hazards). These are the calcs:

Nidoqueen
  • 252+ SpA Florges Psychic vs. 128 HP / 0 SpD Nidoqueen: 224-264 (63.4 - 74.7%) -- guaranteed 2HKO
  • +1 252+ SpA Florges Psychic vs. 128 HP / 0 SpD Nidoqueen: 334-394 (94.6 - 111.6%) -- 68.8% chance to OHKO / guaranteed OHKO after Stealth Rock
Nidoking (only in the switch-in)
  • 252+ SpA Florges Psychic vs. 0 HP / 0- SpD Nidoking: 274-324 (90.4 - 106.9%) -- 43.8% chance to OHKO / 75% chance to OHKO after Stealth Rock
Crobat

Anyways, this set has notable flaws. Firstly, the speed. Florges is to bulky in the special side but he can be easily RKilled by fastest pokemon with strong physical attacks. Secondly, her non stab attacks aren't to powerfull, HP Fire is only a 60 base power attack and does 69.5 - 82.1% to standard doublade for example.

Ah, and the best counter of this set is Empoleon I think, so pairing Florges with a mon like Heracross that can put pressure on this and can sponge burning Scalds would be good.


I think offensive Florges has potential, I hope this post could be usefull
