It's unobtainable in X and Y (but you can trade for it). But in AS, you get it a Latias holding the mega stone between the 5th and 6th gym. In OR, you get the Latiasite after completing the delta episode.

Pokémon games use a FLOOR function when doing stat calculations, so that means it rounds down. So in your example it would have 220 effective speed.
Thanks, guess I'll have to go the long way to the egg moves on the HA male I got, it doesn't have any reason not to seem legit just gonna take a lot more legwork to get to the same point.
