Anecdotal, biased evidence isn't evidence. Again, over 200 battles there will obviously be times where luck goes against you. And the items used are meant to boost the chances of these occurring. You can call it cheating all you like, but it's within the scope of the game and has been since RBY. You're playing the wrong game if it's that big of a concern to you.

I received a Rowlet with the Egg Move Omnious Wind and wasn't sure if that was legal right now, since fo me the only possible Way to get Omnious Wind on Rowlet would be breeding it with Natu/Xatu, and both arent't available. Can someone help ? :)

As far as I'm aware it's not available. I looked into Ominous Wind and Curse, and wasn't able to discern a breeding chain for either.
