Technician Bullet Punch is a big reason of why Scizor is such a great late game pokemon and revenge killer once the opposing team is worn down. Close Combat is a great coverage move for scizor and compliments bullet punch really well as it helps against the steel resists that would easily absorb bullet punch like Excadrill, Cobalion, Empoleon, Tera steel Hydrapple, and Raikou. Knock Off allows scizor to be able to force progress even against pokemon it cannot do much damage against like defensive Zapdos, Rotom-w, Skeledirge, Mandibuzz, Toxapex, and more, while Quick Attack alongside Tera Normal gives Scizor a better edge against fast steel resists like Keldeo, tera electric Latios, Greninja, and Manaphy. Tera fire gives Scizor the advantage against pokemon that rely on burns like Skeledirge, and Rotom-W while making it so Fire attacks bounce off it. The speed allows it to hit Mandibuzz, and slow Rotom-W, as hard as possible after a swords dance while maximum attack investment allows it to make sure every hit that lands hits leaves the biggest mark on the opponent.

This Scizor set fits best on offensive teams that can create a path to win late game by weakening most of its direct counterplay like Zapdos, Toxapex, Rotom-wash, and other bullet punch resists a team usually has. A pokemon that really helps it is a pokemon like pivot Tornadus-T who usually lures in pokemon like Zapdos and Rotom-w and hits them with a knock off, Torn-T can also pivot scizor in and give it setup opportunities against sp. def Slowking, Tinkaton, Empoleon, and more which Scizor can take advantage by giving it opportunities to swords dance due to the threat of a strong knock off or close combat. Hazard support is a great way for Scizor to find itself in a scenario where the opponents are weakened enough thanks to the chip damage of spikes and stealth rocks from Excadrill, Tinkaton, Ogerpon, and Sandy Shocks. Ogerpon pairs well with scizor as alongside being able to gives setup opportunities with encore and accumulate chip damage with spikes, it can also use knock off against common bullet punch resists like Zapdos, tera steel Latios, Mandibuzz, and Kommo-o.

That is the OU spread. 180 Spe hits a bunch of other Speed creep benchmarks so it can't be used for an analysis for the reasons you stated.

State the potential risk against Rotom-W with Hydro Pump The speed allows it to hit Mandibuzz, and slow Rotom-W, as hard as possible after a swords dance while maximum attack investment allows it to make sure every hit that lands hits leaves the biggest mark on the opponent. Change this for the updated spread. Just say it maximizes its Speed and damage.

Add a line just before the EV spread stuff about Tera Electric for Zapdos allowing it to 1vs1 it without being worried about Static. You can also mention how it helps its matchup into Tornadus-T and Thundurus-T.

Tornadus-T provides slower progress if using Knock, which while fine isn't the mon I would open up with given your opening statement about offensive teams. Also, some of these Scizor does not want setup on. Slowking can potentially burn and Tink is slower and can Encore. Hazard support is a great way for Scizor to find itself in a scenario where the opponents are weakened enough thanks to the chip damage of spikes and stealth rocks from Excadrill, Mew, Tinkaton, Ogerpon, and Sandy Shocks. Ogerpon pairs well with Scizor as alongside being able to gives setup opportunities with Encore and accumulate chip damage with spikes, it can also use Knock Off against common Bullet Punch resists like Zapdos, tera steel Latios, Mandibuzz, and Kommo-o. The latter two don't resist Bullet Punch. Tbh I'd rather you focused on Sandy Shocks and Excadrill more than Ogerpon. Excadrill provides removal as LO + hazards can rack up fast. Sandy has a favorable matchup with Zapdos and Torn + can lure in and remove Hydrapple with Tera Blast Ice.

Add:

  • Strong wallbreakers should be mentioned. Ogerpon-C, Latios, and Thundurus-T for example can punch holes against Pokemon like Zapdos, Hydrapple, and Mandibuzz.
  • Mention Azumarill as it can help check Keldeo, Greninja, and Kommo-o, which Scizor might give free turns to. They can pressure each other checks like Rotom-W and Sinistcha, for either to sweep late game.
