Just use Articuno and Freeze Dry all those Politoed, Ludicolo, Mega Swampert and Kingdra, while setting up Tailwind for your team so they can outspeed Swift Swim sweepers.

I'd suggest a team of Kangaskhan / Jellicent / Reuniclus / Heatran / Sylveon / Scrafty. You have Kangaskhan to smack around Politoed and Swift Swim users, especially Ludicolo with that weak Defense stat, while not taking that much back besides Rain-boosted Hydro Pumps which generally have a 20% of doing literally 0 damage. Then you have Jellicent, which can soak up Water-type attacks with Water Absorb or stop attacks outright with Cursed Body, while setting up Trick Room too. Reuniclus is another Trick Room setter which also helps with the speed war. Heatran is an odd choice against a Rain team but it really helps if they bring Rain Volcarona or Rain Heatran, which we all know are two hugely common picks. Sylveon soaks up attacks with that monstrous Special Defense stat, and hits Politoed and especially Kingdra really hard with Hyper Voice. Finally Scrafty is an all-around great pick for those huge defensive stats, while also providing a second form of Fake Out support and also hitting really hard. Note (this is the important part!) that you must have High Jump Kick on Scrafty, so that it can provide some offensive presence; Drain Punch and Knock Off just don't do the job. Don't worry about Protect, because chances are either your opponent is a ladder scrub and won't use Protect, or they'll overpredict and not Protect. Hope this helped!!!!
