Cong and the great library have merged

Hi folks!

As you can probably tell, congregation of the masses and the great library have been merged into one forum under the cong umbrella. This was a decision that the social forum leaders believe will benefit both of the old forums--this will help mellow out cong to have more non-politics threads than it already had, and give a little more activity and identity to the threads in the great library.
