it's all done by vote by a group of players who have succeeding in achieving an elite rating in the tier in question. They therefore must know the game best and it is THEY who decide. I don't mind it, it's better than an open clusterfuck free for all.

Smogon does things with annoying tests and ridiculous discussion. They try to be as inclusive as possible but then ban swift swim and drizzle together (so, shit not even released is already getting bans).
OU may be somewhat done soon, but it'll be worked on til 6th gen comes out and then some I'm sure. UU will be done when statistical data from OU is known, they'll make a cutoff somewhere (based on useage) and then make bans from that. It's flexible, like Heracross became UU at the VERY end of gen 4.

I'm 6'1 225, I'm kinda doughy now. Health issues, after all. MMA is something I've never really been a fan of. It always appears to be a couple of men kicking each other a bit and then 30 minutes of two men in underwear in missionary position! At least that's what I tell my friends to troll them. I get mad cause they are often REALLY shit at the wrestling aspect which is unfortunate cause it's so important.
