I got sick of not being able to reference speed tiers so I could creep my mates' team so I could see what I needed to outspeed. So I wrote them up. I think this accidentally turned into an article, whoops? Feel free to use this for whatever.

Addressing The Bull in the Room

This is a ridiculous Pokemon that every team needs to prepare for. The relevant speeds it's capable of reaching are listed below. Something on your team needs to outspeed this Pokemon.
  • 139 (max speed Jolly, no boosts)
  • 95 (minimally invested, typically 252 HP / 252 Atk / 4 Spe with Adamant)
  • 72 (0 IV Brave)
  • 190 (Choice Scarf 252 EV Adamant)
While a speed tier article is typically an inappropriate place for individual Pokemon analysis, no discussion regarding the VGC 2017 play format can begin without mentioning Tapu Bulu, the poster child of bulky offense and the bearer of the single most-calculated attack in the format in its Grassy Terrain Wood Hammer:

252+ Atk Tapu Bulu Wood Hammer vs. 244 HP / 108 Def Cresselia: 133-157 (58.8 - 69.4%)
252+ Atk Tapu Bulu Wood Hammer vs. 252 HP / 96+ Def Eviolite Porygon2: 102-121 (53.1 - 63%)​

Tapu Bulu absolutely bodies traditional neutral tanks with its incredibly strong Grassy Terrain STAB Wood Hammer. These calcs are even stronger if Tapu Bulu is given any form of boosting item, with the most popular being a fast Adamant Choice Band set. Make sure something, anywhere, on your team is able to outspeed and threaten this Pokemon, or you will not experience success in VGC 2017.

Some semi-related musings:

A Brave (or Quiet) New World - Veteran VGC players will notice a big quirk in this year's format: the Alolan Dex highlighted by VGC 2017 is noticeably slower, overall, than previous formats--even slower than last year (bar weather war speed un-creep). This leads to a lot more concern spent over tanking hits from slow, hard-hitting trucks such as Tapu Bulu, Celesteela, Hariyama, or Vikavolt; rather than the traditional outspeed-and-OHKO-centric metagames heralded by Pokemon like Terrakion or Latios.

Letting Go of Control - Accordingly, many teams are opting to eschew their Tailwinds and Icy Winds in favor of defensive steroids like Aurora Veil and further Intimidates. This is compounded by the list of viable Icy Wind users in particular becoming extremely narrow (essentially Glaceon, Ninetales-A, Weavile, and Froslass) . Eventually, this lack of speed control is going to be preyed upon by the first player to find the right form of speed control, but feel free to skip on the Tailwind this year if you're comfortable with your team's bulk, Fake Out user, or Thunder Wave user.

Individual Notes
  • Trick Room: Essentially reduced to Porygon2, Mimikyu, Bruxish, Hypno, Oranguru, Slowbro/king, Exeggutor-A, and Trevenant as viable setters. All of these Pokemon struggle to set up in front of Tapu Bulu except Mimikyu, making Trick Room more support-intensive than ever to even set it up. Furthermore, with previous Trick Room all-stars like Marowak suddenly appearing on balance and bulky goodstuff teams all over, it's possible that all but the most dedicated, Iron Ball-toting teams could see an opposing Pokemon benefit more from Trick Room than their own. Plan accordingly!
  • Fake Out: Surge Surfer Raichu-A holds the absolute fastest Fake Out with its ability activated, and the fourth fastest even in other Terrains. Until Fake Out Salazzle is available with the release of Pokemon Bank egg moves, it's the third fastest. This gives it utility outside of Koko-Chu meme squads and an edge at disrupting enemy set-up when Weavile just won't do.
  • Weather vs. Terrain: The fastest speed-doubler in the format is Raichu-A, and essentially the fastest Pokemon period to boot. Weather teams looking to abuse Stoutland, Sandslash, Lilligant, or assorted Swift Swimmers need to carry their own Tapu in order to be able to overwrite Tapu Koko's Electric Terrain. Tapu Lele is recommended for Weather-abusing teams, as her Psychic Terrain can prevent enemy Fake Outs from flinching your weather-boosted sweeper as Tapu Lele switches in.
  • Aurora Veil: Setting up both screens at once is an incredible play in a metagame centered on bulk, and elite few Ice-types learn this move, including Froslass, Sandslash-A, and Ninetales-A. Ninetales-A can provide this service at a blistering 177 Speed while providing the required Hail automatically, outspeeding otherwise sure KOs such as Nihilego's Sludge Wave (calcs below). Given the example of Tapu Bulu's common Horn Leech, it should be clear this can completely reverse the tempo of a close match, and that Scarfers aiming to OHKO Tapu Bulu should make sure they can outspeed Ninetales-A.

Yeah, Max Speed Jolly Lycanroc-Day in Sand outspeeds Max Speed Timid Raichu-A in E-Terrain by 2 points at LV50.

Also! Jolly LO Sand Stream Lycanroc can OHKO Raichu-A pretty much all of the time with Sucker Punch. But you need that Life Orb. Without it you'll only OHKO it about half of the time.

Even 252 HP / 4 Def / 252 SpA+ Raichu-A (which STILL outspeeds Max Speed Pheromosa in E-Terrrain with no Speed investment >.<) dies from a Jolly LO Sucker Punch over 80% of the time, and I highly doubt anyone will run NO speed, what with all the other Tapus and their respective Terrains running around. And even an E-Terrain boosted Modest T-bolt from Raichu-A can't OHKO 4 HP Lycanroc while Sand is up, and only has a 6.3% chance of doing so with LO.
