Thunder Wave slows down common faster Pokemon that switch into Kyogre, such as Palkia, Latios, and Latias. This makes them vulnerable to Kyogre, which can set up Calm Mind and rip them apart with its boosted attacks. Kyogre is an especially great user of Thunder Wave, as common Ground-types like Groudon and Garchomp fear switching into its powerful Hydro Pump. Ice Beam smacks Dragon-types that resist Hydro Pump, including Giratina-O, Latios, and Latias, as well as Shaymin-S. It also gives it a way to threaten Groudon if it has come in to change the weather on Kyogre. Because this Kyogre isn't fully invested in its Special Attack, Hydro Pump is the preferred move so that it threatens the greatest number of opposing Pokemon, but Surf is a decent alternative for its greater consistency.

The investment in Kyogre's HP and Defense allows it to take two unboosted Earthquakes from Garchomp after Stealth Rock, while the Special Attack investment and Modest nature let Kyogre 2HKO uninvested Dialga with Hydro Pump. The rest of the EVs are put into Special Defense so that Kyogre can take attacks from faster special attackers like Darkrai and Mewtwo and paralyze them.

Despite Kyogre having great special bulk, it does not like taking a powerful Dragon-type attack or Thunder when trying to paralyze the aforementioned Palkia, which can even run Lum Berry, or Lati twins. It instead prefers to paralyze them on the switch and then switch out afterward. Therefore, Kyogre still needs checks to these Dragon-types. Bronzong is a great partner, as it takes their Dragon-type moves well while potentially setting up Trick Room to benefit this slower Kyogre. Additionally, because this variant of Kyogre lacks Thunder, it struggles to break opposing Kyogre and other Water-types. Thus, checks to opposing Kyogre like suppport Dialga, Palkia and the Lati twins are great partners. In exchange, Kyogre's rain boosts the power of Palkia's Water-type STAB moves and makes its teammates's Thunders perfectly accurate. Thunder Wave also supports slower attackers like Groudon and Rayquaza that appreciate their faster checks being slowed down for them to deal with. Kyogre also dislikes Spikes cutting into its bulk, so spinners like Tentacruel and Forretress and antileads like Tyranitar are appreciated so that it does not have to deal with leads stacking multiple layers of Spikes. Deoxys-S is also a great partner to this Kyogre in the lead position, as it can set up Spikes to wear down special walls like Blissey or use a Choice Scarf to prevent opposing leads from setting up Spikes. Giratina-O is also a great partner that prevents the opponent from removing entry hazards, making Kyogre even more of a threat.
