Skarmory as a counter

Skarmory @ Leftovers / Shed Shell
Ability: Sturdy
EVs: 252 HP / 252 Def / 4 SpD
Impish / Bold Nature
- Roost
- Whirlwind
- Spikes / Defog
- Brave Bird / Counter

Skarmory will take any hit even at +2 while +2 Close Combat will 2HKO Skarmory have Counter, Brave Bird and Whirlwind, Brave Bird is can OHKO Pinsir-Mega after Rocks and, Whirlwind will phaze Pinsir-Mega out (the most recommended option) and Counter will OHKO it if it used Close Combat at +2 and deal a lot if it used at +0. Skarmory will also never lose against Earthquake variants since Pinsir-Mega will need +6 to be able to 2HKO with Return, then Skarmory can always beat it with Counter, or click Brave Bird/Whirlwind while it setup. Oh and it will still stop (not so easily though) Pinsir-Mega if Adamant.
252 Atk Pinsir-Mega Close Combat vs. 252 HP / 252+ Def Skarmory: 85-101 (25.4 - 30.2%) -- 0.5% chance to 4HKO after Leftovers recovery
252+ Atk Pinsir-Mega Close Combat vs. 252 HP / 252+ Def Skarmory: 93-110 (27.8 - 32.9%) -- 86.5% chance to 4HKO after Leftovers recovery

+2 252+ Atk Pinsir-Mega Close Combat vs. 252 HP / 252+ Def Skarmory: 186-219 (55.6 - 65.5%) -- guaranteed 2HKO after Leftovers recovery
+4 252 Atk Pinsir-Mega Close Combat vs. 252 HP / 252+ Def Skarmory: 254-299 (76 - 89.5%) -- guaranteed 2HKO after Leftovers recovery
+4 252+ Atk Pinsir-Mega Close Combat vs. 252 HP / 252+ Def Skarmory: 278-328 (83.2 - 98.2%) -- guaranteed 2HKO after Leftovers recovery
+4 252 Atk Aerilate Pinsir-Mega Return vs. 252 HP / 252+ Def Skarmory: 129-152 (38.6 - 45.5%) -- guaranteed 3HKO after Leftovers recovery
+4 252+ Atk Aerilate Pinsir-Mega Return vs. 252 HP / 252+ Def Skarmory: 212-249 (63.4 - 74.5%) -- guaranteed 2HKO after Leftovers recovery

0 Atk Skarmory Brave Bird vs. 0 HP / 0 Def Pinsir-Mega: 186-218 (68.6 - 80.4%) -- 43.8% chance to OHKO after Stealth Rock (100% if it was already Mega when took Rocks damage)

Tapu Koko @ Magnet
Ability: Electric Surge
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Thunderbolt
- U-turn
- Hidden Power Ice
- Taunt

252 SpA Magnet Tapu Koko Thunderbolt vs. 0 HP / 4 SpD Pinsir-Mega in Electric Terrain: 464-548 (171.2 - 202.2%) -- guaranteed OHKO
+2 252 Atk Aerilate Pinsir-Mega Quick Attack vs. 0 HP / 0 Def Tapu Koko: 102-121 (36.2 - 43%) -- guaranteed 3HKO

Outpaces and easily OHKoes Mega Pinsir. It also takes pitiful damage from even a +2 Quick Attack. Its typing also means it can beat Mega Pinsir even under webs if it's carrying Close Combat > Earthquake. Set is standard.

Check: Scarf Tyranitar

Tyranitar @ Choice Scarf
Ability: Sand Stream
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Stone Edge
- Pursuit/Fire Blast
- Crunch
- Superpower

252 Atk Tyranitar Stone Edge vs. 0 HP / 0 Def Pinsir-Mega: 576-676 (212.5 - 249.4%) -- guaranteed OHKO
252 Atk Aerilate Pinsir-Mega Quick Attack vs. 4 HP / 0 Def Tyranitar: 42-49 (12.2 - 14.3%) -- possible 7HKO
+6 252 Atk Aerilate Pinsir-Mega Quick Attack vs. 4 HP / 0 Def Tyranitar: 165-194 (48.2 - 56.7%) -- 89.1% chance to 2HKO
252 Atk Aerilate Pinsir-Mega Return vs. 4 HP / 0 Def Tyranitar: 105-123 (30.7 - 35.9%) -- 49% chance to 3HKO

Here we have Choice Scarf Tyranitar, which can force many switches due its power and the newfound Spe with the item.
To OHKO Mega Pinsir you have to rely on Stone Edge, but most of the time it is enough reliable to do this.
Sandstorm is always useful to blank opposite Leftovers and chip damage allows to net additional 2HKOs/OHKOs.

Reserving Scarf Tapu Lele.

Choice Scarf Tapu Lele as a check.

Tapu Lele @ Choice Scarf
Ability: Psychic Surge
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Psychic
- Moonblast
- Hidden Power Fire
- Shadow Ball / Focus Blast

While Tapu Lele can't switch into Mega Pinsir at all, having a pretty medicore Defense stat, it can revenge kill it pretty effectively; not only can it OHKO Mega Pinsir from full around 30% of the time with Psychic, only needing a bit of chip damage to always KO it, but it can also block Quick Attack because of Psychic Terrain.

252 SpA Tapu Lele Psychic vs. 0 HP / 4 SpD Pinsir-Mega in Psychic Terrain: 241-285 (88.9 - 105.1%) -- 31.3% chance to OHKO

Nihilego @ Choice Scarf
Ability: Beast Boost
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Power Gem
- Sludge Wave
- Hidden Power Ice
- Thunder

Choice Scarf Nihilego is a nice Check to Mega Pinsir, as it can outspeed Mega Pinsir and OHKO with Power Gem. However, Nihilego's poor Defense stat leaves it unable to switch in on Mega Pinsir's attacks, but it's resistance to Flying allows it to easily live a +2 Quick Attack and retaliate with Power Gem.

252 Atk Aerilate Pinsir-Mega Return vs. 0 HP / 4 Def Nihilego: 204-240 (56.8 - 66.8%) -- guaranteed 2HKO
+2 252 Atk Aerilate Pinsir-Mega Quick Attack vs. 0 HP / 4 Def Nihilego: 161-189 (44.8 - 52.6%) -- 25% chance to 2HKO

252 SpA Nihilego Power Gem vs. 0 HP / 4 SpD Pinsir-Mega: 564-664 (208.1 - 245%) -- guaranteed OHKO

Thundurus is faster, takes as close to piss-all as you can call 40.1 - 47.1% (or 43.8 - 51.8% if adamant) from +2 Quick Attack. If for a moment we assume all conditions are perfect and it is at full health w/o SR being the field (not realistic), it can switch in on any of Mega Pinsir's unboosted attacks and proceed to live the following Quick Attack as it makes quick work of Mega Pinsir with STAB Thunderbolt, which sends it back to the shadow realm, or if it switches in as Pinsir boosts to +2 (or after it has KOed something, for that matter), it can do the same.

Celesteela as a Check

Celesteela @ Leftovers
Ability: Beast Boost
EVs: 252 HP / 4 Def / 252 SpD
Sassy Nature
- Leech Seed
- Protect
- Heavy Slam
- Flamethrower

Celesteela is a nice check to Pinsir,as it is can live any unboosted hit from Mega Pinsir and retaliate back with a Heavy Slam or a Flamethrower
The problem is when Pinsir sets up,as Celesteela will be 2HKO by Return or Close Combat
Leech Seed provides a nice recovery move, being useful to help Celesteela against Mega Pinsir or the problabe revenge killer that will come after Celesteela Dies
And a burn from Flamethrower is annoying for Pinsir,as it attack will be hafted

252 Atk Pinsir-Mega Close Combat vs. 252 HP / 4 Def Celesteela: 145-171 (36.4 - 42.9%) -- 98% chance to 3HKO after Leftovers recovery

Terrakion @ Choice Scarf
Ability: Justified
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Close Combat
- Stone Edge
- Rock Slide
- Iron Head

Terrakion is a good offensive check because it isn't OHKOed by Quick Attack at +2 and easily OHKOes with Rock Slide, while outspeeding it. It can't really switch in too well but honestly most offensive mons don't anyways, and it can pretty reliably revenge kill it.

Rotom-W as a Hard Check / Soft Counter

Rotom-W @ Leftovers
Ability: Levitate
EVs: 248 HP / 240 Def / 20 SpD
Bold Nature
IVs: 0 Atk
- Volt Switch
- Hydro Pump
- Will-O-Wisp
- Pain Split

With its nice typing, ability and physical bulk, Rotom-W is able to hard-switch into any of M-Pinsir's moves without much trouble. Even if it switches into a SD, Rotom-W nicely lives M-Pinsir's boosted Return (don't use Close Combat on Rotom-w as Volt Switch then OHKOes back due to the SpDef drop), while Rotom-W can burn it and/or finish it off with Volt Switch (I just realized that an Adamant Close Combat at +2 can actually KO Rotom-W after some prior damage, so the previous parenthesis isn't always true).
252+ Atk Aerilate Pinsir-Mega Quick Attack vs. 248 HP / 240+ Def Rotom-Wash: 34-41 (11.2 - 13.5%) -- possibly the worst move ever

252+ Atk Pinsir-Mega Close Combat vs. 248 HP / 240+ Def Rotom-Wash: 113-134 (37.2 - 44.2%) -- guaranteed 3HKO after Leftovers recovery
+2 252 Atk Aerilate Pinsir-Mega Return vs. 248 HP / 240+ Def Rotom-Wash: 156-185 (51.4 - 61%) -- 94.9% chance to 2HKO after Leftovers recovery

0 SpA Rotom-Wash Volt Switch vs. 0 HP / 4 SpD Pinsir-Mega: 170-204 (62.7 - 75.2%) -- guaranteed 2HKO
0 SpA Rotom-Wash Volt Switch vs. -1 0 HP / 4 SpD Pinsir-Mega: 258-306 (95.2 - 112.9%) -- 68.8% chance to OHKO

Mega Aerodactyl as a check.

Aerodactyl-Mega @ Aerodactylite
Ability: Pressure
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Stone Edge
- Aerial Ace
- Ice Fang
- Fire Fang

Mega Aero is nice due to its defensive typing allowing it to resist both Return and Quick Attack, being immune to EQ, and only fearing Close Combat. This allows Mega Aero to switch directly into Pinsir if you really need it to, although its main use as a hard check to Pinsir is its ability to outspeed it while resisting Quick Attack, making Aero a great revenge killer to Pinsir. Not a counter cause Aero can't afford to run Roost in this meta and Close Combat does a decent chunk.

252 Atk Aerilate Pinsir-Mega Return vs. 0 HP / 4 Def Aerodactyl-Mega: 129-153 (42.8 - 50.8%) -- 2% chance to 2HKO

+2 252 Atk Aerilate Pinsir-Mega Quick Attack vs. 0 HP / 4 Def Aerodactyl-Mega: 102-120 (33.8 - 39.8%) -- guaranteed 3HKO

252 Atk Aerodactyl-Mega Stone Edge vs. 0 HP / 0 Def Pinsir-Mega: 576-684 (212.5 - 252.3%) -- guaranteed OHKO

252 Atk Tough Claws Aerodactyl-Mega Aerial Ace vs. 0 HP / 0 Def Pinsir-Mega: 224-266 (82.6 - 98.1%) -- guaranteed 2HKO (give Aero Brave Bird ffs)

While Garchomp doesn't really enjoy to switch in on M-Pinsir, it can revenge kill it, not being KOed by +2 Quick Attack and KOing it back with Rock Slide

Most of the better ones are taken, so I'll take Scarf Landorus-T as a check.

Landorus-Therian (M) @ Choice Scarf
Ability: Intimidate
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Earthquake
- Stone Edge / Rock Slide
- U-turn
- Explosion

Scarf Lando is able to revenge kill pinsir even if it gets to +2 with its rock move. Both Stone Edge and rock slide OHKO. Stone edge hits harder vs. other mons harder while rock slide is more accurate. Scarf Lando is even able to outspeed Pinsir if webs are up because lando is immune to webs. Even if Lando drops to pinsir (if it misses rock move or gets critted by +1 quick attack after some chip), Pinsir will be easier for a teammate to deal with because lando intimidated it. Overall, Scarf Lando is a decent check to mega pinsir.

252 Atk Landorus-Therian Rock Slide vs. 0 HP / 0 Def Pinsir-Mega: 304-360 (112.1 - 132.8%) -- guaranteed OHKO

252 Atk Landorus-Therian Stone Edge vs. 0 HP / 0 Def Pinsir-Mega: 408-480 (150.5 - 177.1%) -- guaranteed OHKO

+1 252 Atk Aerilate Pinsir-Mega Quick Attack vs. 0 HP / 4 Def Landorus-Therian: 145-172 (45.4 - 53.9%) -- 46.5% chance to 2HKO

+3 252 Atk Aerilate Pinsir-Mega Quick Attack vs. 0 HP / 4 Def Landorus-Therian: 243-286 (76.1 - 89.6%) -- 18.8% chance to OHKO after Stealth Rock (has a good chance to live +3 after rocks)
