On the first page of this thread there are listed several HP spread. Depending on wich spread you're using the IV you're not breeding for may be required to be even or odd, just consider 31 as any odd number and 30 as any even number.
Here you can find the 4 Perfect IV Combinations for Hidden Power Ice, as cited from Smogon's Breeding Guide Part IV:

E = even number (IV 30, 28, 26, 24, 22, 20, 18, 16, 14, 12, 10, 8, 6, 4, 2, 0)
O = odd number (IV 31, 29, 27, 25, 23, 21, 19, 17, 15, 13, 11, 9, 7, 5, 3, 1)
Feel free to take a look at the guide and use it as a reference whenever you want to look up the IV spreads for a specific Hidden Power type in the future!
Also, remember that with the introduction of Hyper Training in Sun and Moon, you can use Bottle Caps to make IVs act like they're 31 in battle, while still keeping the type of your Hidden Power.

No, unfortunately the Cherish Ball cannot be passed down from the parents to the offspring.
In addition to this, the same rule applies to the Master Ball as well by the way.
So it turns to a pokeball if the parent is a ditto and others if the same species?
Yes, unfortunately they turn into a regular plain Pokéball.
