I'm aware that we have a tier on PS! for suspect tests, such as when testing if Mega Kangaskhan was broken, but what if there was a tier that tested the actual absence of a Pokemon? For example, people complain that Landorus is too powerful for OU, and should be banned, but is Landorus really that banworthy, and what would OU be like if he were banned? This tier would be used to figure that out, and would possibly provide more accurate results on how banning a Pokemon would effect OU or other tiers that have suspect tests. Just food for thought.

This has been used in the past, most recently doubles had both a Mega Kang and non-Mega Kang ladder while testing it. The tier leader decides which method to use.
