Ability: Lightning Rod
Move(s): None worth mentioning.

For Raichu to have Nasty Plot in Gen VI it would have to be bred from a Pichu that learned the move at level 13. There are no event Pikachu in Gen VI that come with Nasty Plot, but there is an event that comes with Volt Tackle (PGL Pikachu). The combination of Nasty Plot, Surf and the Hidden Ability - Lightning Rod is incompatible.
It is impossible to have a Gen 5 Lightning Rod Pikachu with an HM in Gen 6 legally because you are unable to transfer HM's through Pokemon Transporter and subsequently Pokemon Bank. In Gen 5 Raichu learned Nasty Plot by level up at level 18, Lightning Rod is available through Dream World/Entree Forest captures and possible to breed on to other Pikachu if you had access to a female from Dream World.
