[Overview]

The original end-game boss and movie antagonist, Mewtwo has always been fearsome and warped RBY Ubers around its three fingers. With the release of GSC, Mewtwo took a few hits that made sure that it wasn't as dominant - Mewtwo doesn't have great Special Defense anymore, Amnesia no longer boosts Special Attack, and the move Psychic doesn't have a 30% to drop the no-longer-combined Special stat anymore. Moreover, the introduction of other legendaries meant Mewtwo was guaranteed to not top the metagame on its own. Nevertheless, Mewtwo still carries immense speed, great mixed attacking stats and a very wide movepool as well as instant recovery if need be, making it one of the most fearsome wallbreakers in GSC Ubers.

Moves
========

Mewtwo is a rare case of a Pokémon often choosing not to carry STAB despite having access to it. The reason being is that the metagame is filled to the brim with opposing Psychic types, while Mewtwo's coverage moves are likely to be super effective versus the opposition.
Ice Beam nails Lugia, Celebi and Zapdos as well as stray Ground types. Fire Blast scorches Celebi even harder than Ice Beam, OHKOs Forretress and sometimes Steelix and is the strongest option versus opposing Mewtwo and Mew. Submission takes down Tyranitar in two hits and hits Blissey, Snorlax and Umbreon. Curse can be used over one of the special moves to give Submission more firepower, making Snorlax think twice about taking a hit. Psychic can be used to hit Snorlax for almost the same damage as Submission without any recoil while being the strongest option versus Raikou. Thunderbolt isn't that good, but it hits Ho-Oh the hardest as well as any waters that might walk into the tier. The last moveslot usually goes to Self-Destruct - it is strong enough to make the few Pokémon that can stand up to Mewtwo's might crumble, though it requires a touch of prior damage. Luckily Mewtwo is very fast, so anything switching in on Mewtwo is likely to faint to the boom.

Usage Tips
========

Mewtwo is quite simple to use and very strong at all phases of the game, but shines early on - if you are running an offensive team and want to break up your opponent, Mewtwo is your candidate. Most of the time you're best off just using the one attack that hits your opponent for super effective damage, making Mewtwo an uncomplicated being. Leading Mewtwo can give you an early advantage as very few things can stay in on it. Having poor defenses, it's also convenient not having to switch in, making it even more appealing to use it as a lead.
If you're running Self-Destruct, do not be afraid to blow up on a wall trying to stand in your way. Exploding before an opposing Snorlax gets to sleep something and start setting up Curses can be a godsend and make a Mew sweep easier later on. Exploding on an opposing Mew or Lugia is also a good thing for similar reasons. However, make sure that you can successfully grab the KO with your boom, or they might heal up with the aid of their high speed and instant recovery. Fortunately, GSC mechanics prevent Mew and Lugia from using a move (such as Recover or Softboiled) on the same turn that you blow up with Mewtwo.

Team Options
========
Mewtwo is an offensive beast and appreciates teammates that can make good use of the walls that he removes. Getting Snorlax out of the way opens the door for Zapdos and Raikou to pound away with powerful Thunders. Likewise, without an opposing Lugia, Snorlax can start Cursing up without being pestered by Lugia's constant phazing and healing.
Spikes damage can help Mewtwo deal more significant damage versus Snorlax and Mew, guaranteeing their fall to Self-Destruct. Forretress is the ideal partner here, with a typing that gives it plenty of neat resistances in the Ubers metagame and an Explosion to raise offensive pressure.
Offensive Pokémon that can force the opponent to waste momentum healing or switching can also make Mewtwo's life easier, giving it more opportunities to switch in.

Other Options
===========

Recover grants Mewtwo longevity, which can be useful to compensate for its relative frailness. Shadow Ball can be ran on a Curse set to smack Mew. Thunder Wave is also an interesting option to nail Ho-Oh, Lugia and Mew with, making Mewtwo more of a team player than a standalone threat.

Checks and Counters
=============
All of the other Ubers take significant damage from Mewtwo's attacks but most can actually hold back on their own fairly nicely. Mew is 4HKO'd by Fire Blast/Shadow Ball, Lugia is almost guaranteed to be 4HKOd rather than 3HKOd by Ice Beam, and unless you run Thunderbolt Ho-Oh is at best 5HKOd by Psychic. Snorlax is only 4HKO'd by the inaccurate Submission as well. While not particularly recommended in general, bulky water types such as Vaporeon and Suicune can also safely stand up to Mewtwo not running Thunderbolt. The issue is finding a Pokémon that doesn't succumb to (coverage move) + Self-Destruct. Lugia fits this bill the best - although barely - but Ho-Oh, Snorlax and Mew can survive as well with some luck.

As a side note the on-site set is terrible and should not be used ever

As a side note the on-site set is terrible and should not be used ever
But the set currently listed on-site is still mostly possible with the combination of moves you've listed in this revamp:

move 1: Ice Beam/Curse
move 2: Fire Blast/Curse
move 3: Submission/Psychic/Thunderbolt
move 4: Self-Destruct/Psychic/Thunderbolt

Recover is the first move mentioned in Other Options, so the reader could reasonably assume it's somewhat viable in combination with the above underlined moves. Maybe make it clearer to the reader why this particular combination of moves shouldn't be used?

Mewtwo is more flexible than one set. It should probably be segregated into "mixed", "curse", and "support", where the defining moves are third coverage, curse, and reflect/twave, respectively. Selfdestruct/recover should be the order of the slashes on Mixed and Curse, and Support should just have Recover.

Also just about every Mewtwo set should have Thunder. Without the power and para chance, you basically have no chance of KOing any birds.

More so the PAR than the damage or Blizzard would be a thing. Thunderbolt has more PP though and you're liable to eventually crit, so I don't see a problem with favoring either attack.
