G-Luke appears to intend Double-Edge as a Heart Scale move for Flarelm in the description for Flarelm's movepool, which makes sense. Heart Scale moves don't work the way Drew intends. In-game, Embirch would get Double-Edge at level 1 because there aren't four other level 1 moves overriding it.

Okay, so because I am a donut, I missed a crucial thing here. Also it's a tie right now.

Could you please both fix the problem with Double Edge on both of your Embirch Submissions. Both of you have it as being learnt at Level 0 for Embirch, which means it is born with the move. It would preferable if this was not the case. Please post in this thread with the change you make and why you made that change. Double Edge was a Gen 4 level up move for Embirch to give you some idea. I will then cast a deciding vote based on the movepools above and the changes you make to Double Edge.

Removed Amnesia and Iron Defense at level 37 for Double-Edge, as after review with snake it looks too defensively weak to really have access to them justifiably, and they don't affect it competitively. Flarelm keeps it at level 0 though since we feel it fits better on a middle evolution.

For Embirch, I made it have a 4-4-4 level up pattern til evolution, in which a 4-5-5 pattern develops. I basically kept to Pyroak's movepool, with a few notable exceptions. I paid homage to the original movepool creator's wishes by leaving out both Wood Hammer and Flare Blitz, as well as including Double Edge in its regular level up pool. I consciously omitted several moves however, that I believe Embirch would not be able to execute due to snakes's flavour reasoning. Heat Crash, due to Embirch not yet fully harnessing the ability to use fiery cloaked tackles. Also kicked Flash Cannon has It doubt it has the ability to fire light based attacks. Finally I didn't Burn Up as Embirch just is not ready for it.

Edit: I think the consensus is Chlorophyll is the favoured ability for Embirch, so I removed Aromatic Mist.



So regarding the Double Edge issue, I decided on removing Zap Cannon. I surmised that if Embirch cannot produce light energy, it most likely cannot fire off a massive electrical blast. So I instead shifted down the other moves and placed Double Edge at level 39, as I wanted to preserve the Iron Defense / Amnesia pattern for the entire family, while also thinking it can provide it with a sort of niche in CAP LC.

So after reviewing them again, my vote would be for Drew. As this is the deciding vote, Drew would win the Movepool 6 votes to 5! Thanks for everyone for being involved and getting another Pokemon sorted!
