I don't see this possible because you'll still get wrecked hard by Flying-types (Talonflame), Fire-types (Charizard), and other threats that were mentioned earlier. Plus as mentioned by RoyalDispenser, Venomoth is a very mediocre Pokemon to use and it creates more squishy Pokemon in your team...

It's probably going to be Japan-exclusive (I believe), so we're gonna have to wait until the Japanese breed their Serperiors and distribute them around GTS or through friends.

Sticky Web is mentioned in the OP and there was some discussion regarding it around a few pages ago, but its distribution and users makes the move a rare sight and Serperior would still have problems with priority.
