This is good. I can see people arguing Wild Charge's 100% accuracy is better, but it's always bugged me that electric just had NOTHING for physical options. Here's a move with the same power a Bolt, only it doesn't have an upside, it has a downside.

Electric has trash options for physical moves so I'm so happy to see that this exists. Hopefully most the Pokemon that want it can learn it. I honestly hated getting TMs in the game, so being able to just buy them is super handy.
